INTRODUCTION

1.1 Location of ward

The ward office is located at Borivali (W) in the western Suburbs of Mumbai Its boundary extends from Devidas Lane to Borasapada  Road on west & Dahisar River & 44 ft. D.P. Road to 90 ft. D.P. Road Nr. Gokul Nagari

1.2 Area of Divisions of ward.

The ward covers an area of 50.00 sq km. The ward has major industrial estates at military Road (south side);  High way (west side); Borivali(E), Mandapeshwar Estate; Borivali(W) etc. The approximate population of the ward is Five Lacks   (Census 2002 )

      The ward is under the jurisdiction of D.C.P. Z - XI & Z- XII and “P” Traffic division. There is a Fire Bridge station at L.T. Road, opp. MHB Colony, Borivali (w) . There are western Railway stations at Borivali & BEST Bus Depots at poisor & Gorai, Borivali (W) & Station Bus depots at   M.G.Road Borivali (E). There is an office of Home Guards located at sodawala lane school. Borivali (w) for this ward & an office of civil Defence located at Jogeshwari(E). The ward comes under Borivali, Shimpoli, Kandivali, Magathane Telephone Exchanges & Borivali (W), Borivali (E) & M.H.B. Colony Police Stations.

RISK ASSESSMENTS &

VULNERABILITY ANALYSIS

Standard Operating Procedures

R-Central Control Room

Ø    Receive warning about impending disaster.  

Ø    Inform Dy. Municipal Commissioner, Asstt. Municipal Commissioner,   A.E. (Maint.) A.E.(B &F)  

Ø    A.E. (Maint.) Will take charge of control room operations.

Ø    Relay warning to the Public through Local Cable Network / Traffic police Co-ordinate with Local Station i.e. Borivali (W)/ (E) & M.H.B. or P.I. (Traffic) to maintain Law & Order and regulate traffic, Fire Brigade for rescue and relief operations.

Ø    Co-Ordinate with Station Master, Borivali Railway station for management of disruption of rail traffic, congestion on platforms and evacuation of stranded passengers.

Ø    Co-ordinate with BEST/State Transport authorities for deployment of buses.

Ø    Deploy Search & Rescue Teams from Corresponding Electoral Wards.

Ø     Co-ordinate evacuation of stranded people to the nearest transit shelter with the help of volunteers.

Ø    Co-ordinate with A.O. (School) for special care of school children according to the contingency plan.

Ø    Co-ordinate with M.O.H. & M.S. (Bhagavati Hospital) & Treatment of the Injured & sick & deployment of emergency medical teams as per N.G.O. chart where can be immediately shifted.

Ø    Co-ordinate with police and M.O.H. for Corpse Disposal,

Ø    Co-ordinate with A.E. (Env.)/Dy. Ch. Eng. (SWM) W. S. for deployment of machinery for disposal of caecasses and removal of debris and garbage.

Ø    Co-ordinate with A.H.S. for cleaning operation with the staff and Dattak Vasti / Hyderabad pattern.

Ø    Deploy P.C.O. teams for anti-fly measures and spraying of insecticides.

2. RISK ASSESSMENTS AND VULNERABILITY ANALYSIS

2.1 Vulnerable settlements

 There are two vulnerable settlements in the ward as detailed below:

Vulnerable settlements are those along

Hilltops, slopes, nallahs, low-lying areas (with  tendency to flood during high tides). Coastal location under high tension wires along highway lines within industrial one’s pavements along water mains, along open drainage.

2.3 Fires In the ward, the slum colonies at Devipada, Kajupada, sukerwadi, Ganesh Nagar, Magathane, Rajendra Nagar, Borivali (E) can be considered as difficult for fire fighting. 

2.4    Road Accidents  
The passengers alighting and departing from this ward during peak hours of morning and evening through BEST is 10,000. The passengers alighting and departing from the railway stations in the ward during peaks hours of morning and evening at Borivali are 2 lakhs.

The following places in the ward are prone to cyclone impact: -

i)       Bank of Dahisar River at S.B.I. Colony Sanjay Nagar Shrikrishna Nagar and part of Daulat Nagar Borivali (E)

ii)     Trimurti slum is situated near high tension wires of Tata power station Borivali (E)

RESPONSE STRUCTURE

3. RESPONSE STRUCTURE

When the disaster situation is localized at ward level and can be managed locally, the R/central ward plan will come into operation. However, a disaster situation may cover the entire city which would call for co-ordination of activities not only at the city level but also at the ward level.

The response structure given in the ward plan essentially limits itself to micro-level intervention. When more than one wards are affected, BMC control room which is the coordinating authority, would expect the ward officers to co-ordinate the activities at the ward level with the line agencies such as fire Bridge, police etc. The responsibilities for the ward level functionaries have been identified.

The ward Officer will be directly responsible for the execution of the following tasks through BMC Staff:

·        Rescue operations during house collapses in co-ordination with fire brigade

·        Ensure transport of injured to hospitals on priority

·        Transport of dead to the hospitals/corpse disposal

·        Anti-flooding operations

·        Clearing of debris

·        Salvage operations

·        Clearing of uprooted trees 

·        Repairs to damaged roads, water supply and drainage

The ward Officers will provide and co-ordinate arrangements for transportations/ shifting of stranded or affected persons through BMC vehicles,

·        Private Vehicles and MSRTC buses

·        Temporary shelters with emergency food water

·        Issue of passes and identification stickers for vehicle on relief duty

·        Issue of passes and identity cards to relief personnel including the persons from NGOs

·        Setting-up of information Centre at the site

The ward Officer will ensure through the medical Officer (Health)

·        Preventive medicine and anti-epidemic actions

·        Providing special information required regarding precautions for epidemics

·        Supervision of food, water supplies, sanitation and disposal of waste

Damage assessment will be carried out as per the proforma

·        The ward officer will enlist the support of NGOs and private sector for response operations. The NGOs active in the ward along with their expected role is given in the Annexure.

The ward officer will report to BMC Control Room on the field activities including deployment and reinforcements of staff and resources and communicate additional requirements.

3.1 Responsibilities of ‛R- Central ’ Ward Officer

On the receipt of warning or occurrence of the disaster, the ‛R- Central ’

Ward Officer will be required to be in preparedness by undertaking the following

Establish a ward Control Room with the following:

·        Direct telephone contact with BMC Control Room

·        A Supervisor of the rank of S.E./J.E to be in-charge of control room.

·        Laborers from conservancy staff to be kept in readiness for undertaking any emergency work.

The ward officer will act as site officer responsible for providing support to line departments. The ward officer will also be responsible for providing support to line agencies so as to enable them to operate efficiently. As the site officer, he would be in constant touch with BMC Control Room and the field officers from

The ward officer will provide all information as given in the ward plan to the field officers of the line departments. 

3.2 Responsibilities of DCP, Zone XI & XII

The DCP’s office will be responsible for the following field  activities in Co-ordination with the ward officer.

·        Rescue of the affected

·        Shifting of the injured to the hospitals on a priority and providing bandobast for crowd control at the hospital

·        Cordoning of area to restrict movement of on-lookers, Vehicular and pedestrian traffic

·        Guarding of property/ valuables in affected area

·        Providing easy access to rescue And relief personnel/ vehicles

·        Ensuring proper identification, inquest procedure and Corpse disposal

·        Panchnamas will be prepared as per police procedure

·        Crowd control especially outside Railway stations and schools

·        Police bandobast near Railway stations, bus stations and schools

·        Extensive mobile patrolling

·        Arrangements for transportation/shifting of stranded or effected persons through vehicles and private vehicles.

·        Law and order and control of anti-social elements

·        Use of public address system, to provide information to the public. Signboards may be used to provide information and declares areas out of bounds.

·        Enlist support of Mohalla Committees for maintaining peace and for rumor control

·        Information centre to organize sharing of information with mass media and community

·        Communicate to police control room details on the field activities including deployment and reinforcements of staff and resources and communicate nature of additional requirements.  

3.3 Responsibilities of Divisional police inspector  (Traffic), P Division

The Divisional police inspector (Traffic) in co-ordination with the ward officer will be responsible for the following field activities:

·         Control and monitor traffic

·        Extensive patrolling especially covering railway stations, bus stations and schools.

·        Diversion of traffic on alternate routes as and when necessary

·        Provide information about traffic flow along various corridors, especially heavy traffic or congested roads.

·        Co-ordinations with BEST to ensure additional buses are deployed along desired Routes

·        Mobilising towing cranes and towing of stranded/ breakdown or those vehicles obstructing movements

·         Use of P.A.system to provide information and direction to the public.

·        Setting of sign-boards and display boards at strategic locations to give information regarding traffic movement

·        Enlist support of RSP, NCC, NGO’s and voluntary organizations for traffic management

·        Provide and co-ordinate arrangements for transportation/shifting of stranded or affected persons through police vehicles and private vehicles.

·        Communicate to traffic control room details on the field activities including deployment and reinforcements of staff and resources and communicate nature of additional requirements.

3.4 Responsibilities of Fire Brigade Stations Officer Gorai Fire Brigade

The Fire Brigade Station Officers in Co-ordination with the ward will be responsible for the following fields activities:

·        Fire fighting operations in the affected area

·        Rescue operations

·        Transport of injured to the hospitals on a priority

·        Evacuation of persons from the affected area

·        Ensure safety from electrical installations or power supply at disaster site

·        Clearing of roads or pathways due to uprooted trees

·        Salvage operations

·        Co-ordinate with BMC for rescue operations in house collapses

·        Communicate to fire bridge control room details on the fields activities including deployments and reinforcements of staff and communicate nature of additional requirements.

3.5 Responsibilities of Officer from Revenue Department

The Officer from revenue Department in co-ordination with the ward officer will be responsible for the following field activities.

·        Assessing the requirements for transit camps on the occurrence of disaster Assisting the ward officer in requisitioning vehicles and temporary shelters

·        Setting up of transit camps and pandals for temporary accommodation

·        Arrangements for dry rations and family kits for cooking or Arrangements for clothing’s

·        Providing gratuitous relief

·        Enlist support of NGO’s and private sector for resources and manpower for transit camps

·        Communicate to district control room details on the field activities including deployment and reinforcements of staff and resources and communicate nature of additional requirements.

3.6 Responsibilities of Medical officer (Casualty), Bhagawati Hospital

The Medical Officer (Casualty) in co-ordination with the ward officer will be responsible for the following field activities.

·        Providing emergency treatment for the seriously injured at the hospital

·        Organizing on-site treatment of injured with tagging and triage and transfer of injured

·        Emergency supplies of medicines and first –Aid

·        Post-mortem and corpse disposal

·        Demarcate an area in the hospital for receiving patients, tagging and triage

·         If necessary, setting up poison centre at the hospital

·        Communicate to BMC control room details on the field activities including deployment and reinforcement of staff and resources and communicate nature of additional requirements.

3.7 Responsibilities of Railway station Master, Borivali Railway Stations

The Railway station Master in Co-ordination with the ward officer will ensure that the following field activities are undertaken:

·        Crowd control through Railways police

·        Continuous updated information through public address system on

Ø     The running of trains

Ø     Measures being undertaken

·        Information on location of temporary shelters organized by BMC for railway passengers

·        Providing facilities at railway station to ward office provision of emergency food and water to passengers

·        Monitoring level of water engineering branch staff posted at the flood one locations at railways tracks

·        Co-ordination with ward officer regarding passenger data and alternate transport

In case of railway accidents:

·        Rescue and evacuation

·        Shifting of injured to hospitals

·        Co-ordination with railway hospitals, BMC hospitals and government hospitals

·        Provide information on alternate travel arrangements for outstation passengers

Communicate to Railway control room details on the field activities including deployment and reinforcements of staff and resources and communicate nature of Additional requirements.

3.8 Responsibilities of BEST Assistant Traffic Superintendent, Borivali Bus station

BEST Assistant Traffic Superintendent in Co-ordination with the ward officer will be responsible for the following field activities:

·        Keep Stand by buses in readiness for deployment

·        Keep Co-ordination with Railway Station Master and Divisional police inspector (traffic) for information regarding traffic movement and passenger data

·        Co-ordinate with MSRTC for transport arrangements of stranded passengers

·        Deployment of additional buses along certain routes to clear passenger traffic

·        Diversion of routes if and when necessary

·        Providing information to the public at bus depots regarding the cancellation. Re –routing ways of buses, temporary shelter locations of BMC and the measures being undertaken

·         Communicate to BEST control room details on the field activities including deployment and reinforcements of staff and resources and communicate nature of additional requirements.

3.9 Responsibilities of Reliance Energy Borivali Receiving station

The BEST station engineer in Co-ordination with the ward officer will be responsible for the following field activities:

·        Cutting off power supply if necessary

·        Restoration of power supply

·        Keeping emergency gangs in readiness for repair work Repairs to damaged power infrastructure

·        Attending to calls of power breakdowns or short- circuits

·        Co-coordinating with fire respective control rooms the details on the fields activities including deployment and reinforcements of staff and resources and communicate nature of additional requirements.

3.10 Responsibilities of MTNL Area Manger, Borivali Exchange

The MTNL Area Manager in Co-ordination with the ward officer will be responsible of the following field activities:

·        Restoration of telephone lines

·        Keeping emergency gangs in readiness for repair work

·        Repairs to telecommunication infrastructure

·        Communicate with Head office the details on the field activities including deployment and reinforcements of staff and resources and communicate nature of additional requirements.
